I have riden a very similar route to Lovettsville and it's a nice ride. Here it is in text form:

From Germantown,
North on 355 until Dr Perry Rd and turn left,past Digging and Rigging toward Urbana,
Dr Perry Rd until it ends at Thurston Rd, turn right,
Thurston Rd will merge with Rt 80, Continue on Thurston Rd North to Park Mills and turn left,
Park Mills to Lily Pons Rd (Right only) Lily Pons Rd to Rt 85 and make a left,
Rt 85 to Rt 28 (Tuscarora Rd)and turn right,
Rt 28 to Rt 15 (Pt of Rocks)and turn left,
go across Point of Rocks Bridge and take the first right, Lovettsville Rd.,
continue until you come to a 7/11 on the right in Lovettsville. Have a Mt Dew and a cigar and reverse course.
1.5-2.5 hr trip

There are obviously several deviations of this route, such as staying on Thurston Rd until you hit Rt 85, returning alonr Rt 15 to Frederick, etc., but this is the one I like most.
